Charge to the Program Committee
 
The university library is the heart of the campus. It represents the enterprise of education and scholarship, serves as a nexus for learning, and provides unimpeded access to the intellectual riches of the world. It reflects an organic combination of people, collections, services, and facilities, whose sole purpose is to assist users in the process of transforming information into knowledge. The library serving each institution is a unique mix of goals, programs, and expectations influenced by geographical location, history, institutional mission and support.
 
Technological change is transforming libraries and has rendered obsolete the concept that a library exists in isolation and self sufficiency. Libraries exist in a collaborative, complex information-driven world. The modern library must be dynamic and future-oriented, yet not abandon its traditional role as a collector and conservator of knowledge and materials. These principles will be the foundation on which our new library is built.

Charge

The UTC Library Program Statement Committee shall be appointed by the Chancellor of the University and charged with the following goals:
 
  1. To work collaboratively with the assigned architectural firm and university Facilities officials, library staff members, and the University community to develop and draft a program statement document and overall description of the new library that will meet the needs of UTC students, faculty, staff, and community partners in the 21st Century and beyond.
  2. The Library Program Statement shall include information delineating the size and scope of services offered, special collections spaces, equipment and other resources required to meet the needs of current and future patrons, and broadly define the use of technology within design parameters.
  3. The Committee shall assist with the programmatic definition of spaces to include size, taxonomy of uses, and educational application.
  4. The Committee shall work collaboratively with the Campus Landscape Committee to ensure the new facility provides contemporary approaches to the external built environmental quality and excellence.
  5. The Committee shall assist with facility site location and related issues to include access, vehicular and pedestrian balance, parking, and auxiliary support services integration.
  6. The Committee shall to the extent allowed ensure the University develops a sustainable design and an environmentally friendly facility.
  7. The Committee shall explore “best practices” in library construction and design to ensure the UTC library contains contemporary and leading-edge design.
  8. The Committee shall work with our external community-based partners to develop and implement strategies, programs, and processes that allow for viable community access and partnerships.
